" The transformation,through the division of labour,of personal powers(relationships)into material powers,cannot be dispelled by dismissing the general idea of it from the one's mind, but only bu the action of individual in the again subjecting these material powers to themselves and abolishing the division of labour"

What Marx is trying to say,in my opinion, is changing personal power into material power can not be achieved by dismissing it from your psyche, there has to acion,an uprising, for change to occur.

I think that this particular excerpt means that the person who subjected to this division must do somthing about his predicament to rectify it. Marx says here that avoiding the question of the giant elephant in the living room will not hell resolve the situation. The person must take action in order to convert these things into positive powers and commodities. An example of this could be someone who works a simple desk job and sees the stupid idiosycrasies that occur in the office environment. This person could write up somthing formal or confront someone of higher authority to change these things. This is pretty much what happens in the movie Office Space. Thus, taking time and initiative, the person will be compensated.
